Allow soldiers going through the MEB/PEB Boards to have adequate time to rehabilitate themselves before ratings

No referral to a Medical or Physical Evaluation Board (MEB/PEB) should be made for any soldier in an assignment considered "overseas" by their respective branch. Rather, service members should be sent to a stateside Warrior Transition Unit (WTU). Service members should be allowed to rehabilitate themselves for at least a year before being sent to the MEB/PEB. This petition will allow service members enough time to improve their condition so that they will not be kicked out of the military frivolously or because alternate treatments were not explored. If a soldier wants to continue serving his country they should be put in a position according to their condition. If a soldier is found fit but still wants to get out they should be allowed to retire/ ETS based on their years of service.
