Kids whose parents are in the US under an H1B work visa, are not considered residents of the state where they live. Not having the "resident" qualification, forces them to pay out of state tuition rates even though their father or mother pay state taxes.
Many of those kids are forced to either leave the country and go back to their country of origin to pursue their education, or simply remain in the US with their parents but financially unable to pursue a higher education.

The dream act should be extended for those kids also. Illegal immigants are treated better than legal temporary migrants.
