Allow the state and local governments to issue and to enforce licenses for both owning and purchasing firearms.

We petition to allow the state to issue a license to own and purchase firearms. This license would include a concealed license as well as an ownership license.
To receive this license would require passing a gun safety course, concealed firearms course, as well as a psychological screening. To ensure mental wholeness when it come to gun safety.
This license would not infringe on anyone's rights to own or purchase firearms. But to encourage gun sellers, owners, and future owners to use, purchase and sell firearms responsibly. By using this program, much like a drivers license, we would continue the promotion of our second amendment rights but maintaining the responsibility that comes with it. We Americans have the right to own firearms, but have a responsibility to protect those who don't.
