Allow State Defense Forces to become an Official Auxiliary to the National Guard.

Currently, State Defense Forces receive little or no support from Federal Forces. State Defense Forces currently assist in what are normally homeland security missions such as infrastructure protection and staffing disaster shelters. They provide their own uniforms, vehicles and equipment. Under Title 32, 109, Section (D) Defense Forces are not allowed to receive assistance from the United States. By omitting this and creating a National Guard Auxiliary like the Coast Guard Auxiliary, State Defense Forces can receive Federal Support through channels like the Stafford Act and can deploy to other states to assist or augment resources in disasters or homeland security missions. They would only receive compensation on Active Duty deployments.
