Allow State Defense Forces under Article 32 U.S.C. access to the public domain, and public recognition for volunteering.

The volunteers on the State Defense Forces (SDFs) have difficulty maintaining an electronic personnel database accessible to the State Adjutants in case of a state or national emergency. Access to the public domain through the RCAS system in National Guard Armories will alleviate such problem. Most SDFs have IT personnel that can develop applications tailored to individual State needs in conjunction/cooperation with National Guard IT personnel. SDFs are established to afford State Governors military personnel in case of a State emergency when the NG is federalized and deployed overseas under tittle 32 U.S.C. Additionally, federal recognition of its Officers and Non-Commission officers should be afforded to SDFs because of their unique volunteer service.
