A recent statement by Justice Kennedy states: "The essence of democracy is that the right to make law rests in the people and flows to the government, not the other way around. Freedom resides first in the people without need of a grant from government."
It is proposed that the legal residents of a State should be in charge of the creation, regulation, and enforcement of the laws in that State in which they reside. While the State Supreme courts should be the final authority on State legal matters, the residents of the State should have the ability to review the judgement and overturn it if public opinion warrants it through a majority vote.
