Allow the State of Texas to change back to a Territory.

The State of Texas asks the permission of Congress and the President to revert to Territorial Status, in order to re-affirm it's independence and freedom, while remaining under the protection of the United States, and it's military.
The Territory of Texas shall continue to receive limited federal benefits, the citizens of Texas shall be considered American citizens, and they will not need to produce a passport to travel within the United States.
The Territory of Texas will not participate in United States Presidential elections, nor pay Federal Income Taxes, and shall create it's own seperate Constitution based upon the Constitution & Bill of Rights, as originally written.
Texas shall determine which Federal regulations apply to Texans, including Healthcare and Firearm Laws.
