Allow States to allocate federal grants towards creating legislation similar to the American Jobs Act

The American Jobs Act failed to pass in the House of Representatives some time ago. The Act would have created thousands of jobs across the nation, but was stopped due to bipartisan gridlock in Congress.

Not all states agree with what the majority of Congress has to say, especially those with large deficits and high unemployment. Individual states should not be at the mercy of an ineffective and incompetent Congress, and should have the right to protect the People within their jurisdictions.
