Allow states to legalize medical marijuana at a state level, allow them to tax it, and allow them to regulate it.

I believe that the power to regulate, and legalize medical marijuana, should be controlled at a state level, allowing individual states to maintain their own laws, freeing up man power and resources used by federal agencies that arrest people using it, in a state that prescribed it to them. I believe that theses states that choose to legalize medical marijuana may collect taxes on medical marijuana, if they choose to do so.
