The Highway Act of 1974 made it unfavorable for states to have a drinking age under 21. The act would cut 10% of any given states highway funding if they sold alcohol to anyone under 21. This is a waste; students only find the inability to purchase and consume alcohol legally part of the fun of underage drinking, which, when uneducated, can be deadly. If someone can purchase and consume alcohol at 18 (when they can legally vote, go to war, or be tried as an adult), there would be less inexperienced binge drinking which would prevent children from abusing the effects of alcohol.
