Allow States, by a majority vote of its citizens, to peacefully seceed from the United States.

States may place a referendum on their election ballots voting on secession from the United States. If a majority of the state's citizens vote to seceed, they shall sever their ties to the government of the United States of America, and may join with other states that have voted likewise, and form a new country with its own separate government.
