Allow Student Loan Borrowers that got loans prior to 1998 to renegotiate the interest rate lower than the current 8.125%

For people who have student loans that were originated prior to 1998, the lowest interest rate on consolidation loans is 8.125%. So, for example, a loan that is $100,000 for 25 years has a payment of $780.00 per month. If these loans could be renegotiated to the current 3.40% for consolidation loans, the payment would be $495.00. The $285.00 that would be saved could then be used for other purchases that would help stimulate the economy.
