Allow tax cuts & exemptions, to be determined on an individual basis, to small and big businesses based on a yearly petition or application for their company; granted if they can provide proof that they are currently in the process of expanding to provide more jobs for the commonwealth while there are still millions of job shortages in our current economy.
There might also be a provision which allows for certain tax exemptions for small businesses at a transition point where they are attempting to provide healthcare benefits or such to their employees.
