Allow tax payers the additional option on their IRS forms to donate $1 to $10 for education, defense, poverty, etc.

By providing tax payers the option to additionally contribute to a specific cause there would be more buy-in knowing that their money would have a use that they agree with. For instance, if education programs nationwide are being cut, there may be more contributions from tax payers to help offset that.
