The USA is divided between people who have a communism concept in life and people who believe in personal liberties and limited government. The recent election between Obama and Romney as well as the previous election between Obama and McCain is evidence of this division.
We already have a distinction of forms for different situations for our citizens so adding additional options such as what department we want to fund with our tax payments should be our individual right.
People who want to pay into a federal or state healthcare program can do so and others may want more money going to our Military, NASA, infrastructure, social programs etc...
There may be a minimal requirement for our military however federally there should not be a minimal requirement for any social programs.
