The old stewardship model of representatives and senators knowing what is best for people is arcane considering the level of knowledge of the government. Citizens should be allowed to designate the cabinet department of government that they want their taxes to go towards.
This would at first give a sense of what citizens want their money spent on. And would give people a better understanding of where their money is going and for what purpose it is being used.
