A small city in the state of Arkansas has recently declined a teen's want to build a new Animal Shelter/Rehabilitation Center for Hurt and Abused Animals on her own property. The number of stray animals is high all over the United States due to the lack of spay or neuter of animals, so she has decided, and is wanting, to build a shelter to help maintain that growth.
