If teens can get their permit at age 14, then they have two years to learn how to drive responsibily on the road if the Driver's License age is still at age 16. If the Driver's License age is lowered to 15, then most high schoolers will be able to drive to school and home, thus minimizing the havoc caused by a bus driver's strike, etc. Many teens are very active in the community and if the Driver's License age was lowered to 15, then most parents would be spared the expense of driving their kid all of the time.
