to allow temporary employees to bid for jobs without a grade

Temporary or contract employees should have the option of bidding on a vacant positions within the state, if they currently temp for that position. Many of temp employees in the State of Illinois have taken test and gotten A or B as the grade on their exams and don't ever get calls. Then a few months or a year goes by and your still in the same position and someone else gets hired and you are out of a job. This system needs to be re-constructed. I have been trying to get on as a state employees since 2005. I have worked with 2 temp agencies and still have gotten nowhere.
