Territorial Delegates are only allowed to vote in committee. Any bill on the floor, including bills that directly or indirectly influence the territory, they essentially have little say. I believe it is time that we update this archaic way of doing things and allow territorial delegates to vote on the floor as well as in committee. I also believe that since the policies of the President can influence the territories as well, they should (at the very least) be allowed to cast a vote in the General Election, even if it is just one electoral vote since each territory has only one delegate. The citizens of the US territories are American citizens, who take part in our economy and our military, is it really right to keep them as second class citizens?
