By allowing the state of Texas to peaceably secede from the Union and allowing Puerto Rico to join in its place, the United States will continue its duty in accordance with the Constitution's Preamble in ensuring domestic tranquility, providing for the common defense, promoting the general welfare, and securing the blessings of liberty to ourselves and our posterity. In addition, we will be able to continue the use of our current fifty-state flag.
