Allow those in states that are granted secession to relocate to a new state at the cost of the secede state.

If a state is granted secession, anyone living within that state has the right to relocate to any state still within the US. The state that has chosen to secede will pay for the property of the individual in full which will in turn be used to find new housing. Moving costs, transportation and unemployment for able bodied adults will be granted to those that want to leave at the cost of the state that seceded.
