Allow those veterans who paid into the G. I. Bill and never used it to recieve those funds since it was a contribution

During the 1980's and 1990's people served this great nation in the military forces. When we all entered the military most of us signed up for whats called the G.I bill. the G.I bi9ll takes the sum of $100.00 a paycheck out of your check and saves it for college when you get out of the military. If you do not use these funds after 10 years removed from the military, the money goes back to the governemnt even though it's your contribution. I petition the govenment to give those funds back to the soldiers that contributed becasue after all it's our money!
