Provide funding for those who hate this country enough to wish their state to secede from the union to fly to any country of their choice, one way, with no return to the USA allowed for any reason. This will remove terrorists, dissenters and other undesirables from US soil, create jobs - temporary jobs for airline personnel, as well as jobs vacated by those departing - and improve foreign relations by providing other countries with a source of exploitable cheap labor.
