Allow trained and certified K-9 detection units to search the outside perimeter of a person's home without a warrant

The sniff of a trained and certified narcotics dog is enough to obtain a legal search warrant. Once a dog has completed all of its training and is certified, then they have the credibility to uphold their job description.
