Remove GID as a disqualification from serving the United States of America and implement new rules and guidelines for dealing with transgender Americans.
Transgender Americans are barred from entry or are discharged from service in a similar manner to the way gay and lesbian service members were before the repeal of DADT.
Officially, the reasoning is a diagnosis of gender identity disorder, which is why transgender people have not enjoyed the same rights as their LGB brothers and sisters from the DADT repeal. The DSM-V is discarding this as a disorder and replacing it with gender dysphoria.
