Allow Twenty-five of the Untied States to succeed into a confederacy

To start this is not a racially ignited petition. This is about state by state independence. The confederacy would allow states to be allowed to personaliz each states rules. As an example if Pennsylvania wants to ban abortion allow assault weapons and have lower taxes and less hand outs the can. If Ohio on the other hand wants to legalize abortion and ban assault weapons then they can do so. Basic laws such as laws against murder theft etc will remain. And the second ammendement would.be modified stating that all Americans who are of mental ability can own at least a 44 hand gun a 30.6 rifle and a 20 gauge shotgun. Gay marriage would not have to be legal or illegal and would.be up yo each state. It would not have to be recognized by other states as well.
