Allow UN working committees to review claims of Americans subjected to treaty violations by U.S. government officials

The Third Degree (TTD) is a persistent, national pattern of persecution and torture imposed through abuse of U.S. legal systems. [ www.thethirddegree.net ] On June 1, 2015, parameters of TTD were defined for the U.N. Human Rights Committee and alleged to violate America's International Covenant on Civil and Political Rights (ICCPR); Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT); and The Universal Declaration of Human Rights. However, the U.S. has not signed or ratified the Optional Protocols to the ICCPR and CAT. As a result, U.N. working committees “cannot examine” allegations of ICCPR and/or CAT violations by U.S. government officials, submitted by American citizens!
