Allow unlicensed citizens to use USPS, Priority Mail to ship handguns to licensed firearms dealers and manufacturers.
Currently ATF/USPS does not allow handguns to be shipped to licensed dealers or manufacturers from individuals. The only shipping methods allowed for individuals is using UPS or FedEx Overnight Service. Overnight service can cost $80.00 or more for a handgun while shipping Priority Mail would be $10.50 for the same size parcel. Even shipping a handgun to a gunsmith or the manufacturer for repair or customization requires an overnight service or shipping Priority Mail through a dealer which can cost up to $100.00. This added cost benefits the delivery service or firearms dealer at the expense of the lawful tax paying handgun owner and is discriminatory and unwarranted.
