Allow the US citizens to have a vote of no confidence for Congress, clearing congress and initiating new elections.

As we are seeing through out this debt crisis, Congress is incapable of looking past political agenda's to solve problems when they really need to be solved. I petition that we the people have the ability to vote on removing every member of congress from their positions, and initiate new elections for replacements.
