Allowing Americans to sponsor their spouse while living abroad doesn't only make sense but gives the couple the ability to stay together during the immigration process. Currently, an American must have established domicile in the US in order to get a visa approved for their spouse to come to the US to receive their green card. There are many cases when this isn't possible, due to employment in a certain country or the amount of time that the husband and wife must spend apart. On top of this, an American living abroad should have all the rights as an American living in the country, including sponsoring their husband/wife for a green card while living elsewhere. This is an issue that brings a lot of stress and frustration to those in the immigration process
