Allow US Citizens the Opportunity to Vote to Suspend and Remove All Members of Congress if it Has Approval Below 10%.

The 112th and 113th Congresses have been the least productive and least functional in modern history. Current congressmen also lack clear goals, have poor cooperative skills, and they even have poor attendance to work. This type of behavior cannot be rewarded by the taxpayers.

Herein is proposed a way to discourage a dysfunctional congress: a law that allows a citizens' majority a vote to suspend ALL members of congress and remove them from their positions if congressional approval rating falls and stays below 15% over a period of 90 days.

If such a situation arises, the voting should take place on the same month of approval results (electronically for convenience); a special election held nationwide for each district and the removed member ineligible to run again for 2 full terms.
