Allow US citizens to volunteer for jury duty at the beginning of each year for an appearance date of his or her choice.

US citizens should be allowed to choose a date to serve jury duty. When a US citizen volunteers for jury duty, they are taken out of the random pool of jurors, but must instead serve on the date he or she chose. Any citizen who does not volunteer will continue to be in the randomly selected pool of jurors.
