Implement an aggressive jobs program that would work for companies, as well as the unemployed, to create and fund new jobs.
Allow U.S. companies to tap more than $1 trillion of offshore earnings, much of it sitting in island tax havens, to hire U.S. workers. The funds would have to be offset by at least an equal amount of new wages to avoid paying taxes.
In order to avoid across the board pay raises for all the executives, the payroll increase would be tracked as social security wage reporting subject to the 2013 maximum of $113,700 per worker.
