This petition is being presented in an effort to authorize United States Government employees to transfer a portion of, or an otherwise calculated amount of their accrued "sick" leave, to eligible, designated employees of the Voluntary Leave Transfer Program (VLTP). As it stands today, government employees, due to unfortunate limitations written in the U.S. Code of Federal Regulations (5 CFR 630.903), are barred from transferring "sick" leave to sick employees or those with medical emergencies. Currently, employees are only allowed to transfer "annual" or "restored annual" leave. This change would be a simple but necessary and humanitarian change to the CFR.
