Currently, a US visa can only be stamped on passport outside of USA. This is true for all sort of renewal visa as well (e.g. F1 for Students, L1 for transfer employee, H1 for skilled employee, and their dependants such as F2/L2/H4 and so on).
At least for the Employees of the company who need to travel for work, it creates a peculiar problem. If an employee has a renewed petition but expired visa on passport, he can not travel to countries other than Canada/Mexico for work and come back (as his US visa sticker has expired). This leads to restriction in business opportunities for employee as well as his employer and prevents job creations in USA.
if a new USA visa sticker can be applied on passport, this can be solved and can lead to more opportunities for US companies.
