Allow for USCIS to re-open initial registration period for TPS Guatemala, Honduras, and El Salvador

Individuals from El Salvador, Guatemala, and Honduras continue to suffer from extreme violence and poverty at the hands of corrupt governments who cannot protect citizens from gang exploitation and oppression. Asylum does not allow for people to successfully obtain relief because of arbitrary rules made by case law or statute. TPS would allow for individuals to remain in the US and obtain statutory protection and work authorization. Allow for people from Guatemala, Honduras, and El Salvador to obtain TPS through the opening of initial registration again.
