allow the use of hounds to hunt black bear cougar and bobcat with regulated seasons and limits. the use of hounds is the only effective means to control populations washington state has suffered deer, elk population losses and the loss of timber to the black bear the state fish and wildlife has not taken appropriate actions to control these losses and future genarations will pay the price studys have shown the damage these animals can cause, with washington having the highest population of bear bobcat and cougar at this time in the last twenty years it shows hounds and houndhunters are needed to protect wa state from over population.
