In this day and age of technology, it seems as though the consumer is starting to lose ground on what they actually own. The purpose of this petition is to give consumers the ability to legally transfer content licenses and programs. The European Union ruled that "The exclusive right of distribution of a copy of a computer program covered by such a license is exhausted on its first sale"

This means that after the initial sale of the digital content, the party that provided that content loses their ability to say whether or not it can be resold.
