Free or subsidized cell phones are available to those on food stamps or other government programs. Once the individuals who needed government services are able to provide for themselves, they should be able to move on with their lives with no strings attached and live as a productive member of society. An individual who may have obtained a government subsidized cell phone to, for instance, be available for job interviews and keep in touch with family should be able to take the phone number they have been using and port it over to any phone service provider once they have the ability to buy their own phone service. All ties to the former service carrier would be broken, and the individual can enter into any consensual agreement with any service carrier he/she wishes and keep the number.
