Allow the USPS to operate as a private business without Congressional oversight.

With the advent of email and texting the role of the USPS (post office) has changed from being the primary carrier of first class mail to a package delivery and advertising delivery service. Unlike the other major package services like UPS and FedEx and DHL the post office is regulated by congress and is not able to operate in a competitive environment. The post office needs to have it's own board of directors to manage overall policy and make business decisions to remain competitive. The post office needs to have the authority to close unprofitable business operations and focus on profitable pursuits. Congress which now oversees and regulated the post office is not equipped to run a business.
