Allow Veterans to transfer earned GI Bill education benefits to family members after discharge or retirement.

Currently PUBLIC LAW 110–252—JUNE 30, 2008 allows members of the military to transfer GI Bill education benefits ONLY when on active duty and not following discharge or retirement.

Our veterans have sacrificed their family time and labored to support the defense of the United States and it's policies. The Post 9/11 GI Bill is intended to be a recruiting and retention tool and the benefits that it provides should be owned by the service member when they complete the required time in service as described in section 3311 of Public Law 110-252 and therefore they should be allowed to transfer these benefits to family members as long as the benefits are good and usable.

This does not create an increase in funding, since the veteran has already earned the benefit and can use it themselves.
