Allow veterans w/ atleast 30% disability to have handicap tags; 30% is good enough for job preference its good overall

50% is too high and not every veteran out of the armed services gets the 30% minimum to qualify for job preference, so the ones that have it should be granted handicap tags for whatever illnessness they have that are just as important as the veterans with 50% and above
