Allow veterans who have used up pre-9-11 gi bill benefits to opt into post 9-11 GI bill benefits

Currently, if a veteran was honorably discharged prior to 9-11 and used up his educational benefits, but then reentered military service after 9-11 and deployed in support of OIF or OEF, he/she would not be entitled to post 9-11 GI Bill benefits. Many veterans find they have used all of their Montgomery GI Bill benefits for a career that they will no longer be able to do due to PTSD and other disabilities. Give everyone who's served in combat the same post 9-11 GI Bill benefits.
