To allow Vietnam Veterans, Disabled, Seniors and Elderly to marry without either of the couple losing any dollars, IE: Vietnam Vet has his Social Security retirement, disability or both and person they chose to marry is Vet in same situation,someone on SSI due to disability or poverty; Exception is someone on AFDC, (AFDC/TANF until marge is able to support itself with 1 of the couple making enough monies)
