Procedues of adding people to "Magnitsky act" were and are unilateral so far, though it's known that there are many people who would volunteer to be listed. In some cases, their decision can be also justified by objective reasons which fit into "Magnitsky act".
Having those people identified should be a good way to improve US security even further.
In respect to their right to be listed and for sake of the US security, a procedure of voluntary enrollment should be establised.
