Allow for voluntary gladiatorial games for prisoners awaiting execution.

These gladiatorial games will be government run, with all benefits going to the federal (or state) government. The games will be fought by criminals who are awaiting execution, and they can choose the arena instead. If they fight for a certain amount of time (doesn't matter at this point, maybe a few years) they can be released, and allowed to live in the public again. This will save on the cost of lethal injection, and provide a way of entertainment for the public, who will be paying for admission which will increase the government's revenue. I propose that arenas would be built in each state capital city, and if desired, the games could be televised, with advertisement payments also going to the government. These specifics are not necessary, only a suggestion, but this is the basic idea.
