That the administration immediately submit the below proposal to the states for ratification as a constitutional amendment
1. For the purpose of representation in the Congress of the United States, the District of Columbia shall be treated as if it were a State.
2. Congress shall have the power to enforce this amendment by appropriate legislation
DC has more residents than Wyoming. The residents pay federal income taxes and serve in our nation's military. They deserve equal representation in the legislature. Not doing this is a violation of the 14th amendment...equal protection under the law.
