Alter the current Electoral Vote Policy

The current electoral college policy of winner take all needs a slight revision. Instead of the current winner takes all I believe the votes should be divided up based on percentages. If a state is worth 10 electoral votes and candidate A gets 60% of the vote and Candidate B gets 40% then they split the votes 6/4. There are democrats in Oklahoma, Idaho and North Dakota whose votes should matter as much as a Republican in California or New York. The winner takes all method takes away voices from people. My proposal gives a voice to everybody and could increase voter participation on both sides.
