Alter or abolish our current form of government.

The Declaration of Independence states that we the people may alter or abolish any government that becomes destructive of our rights. Our current form of government has done just that, and the time has come to alter or abolish it. I propose the following:

Congress in its current form will be abolished. In its place, a congress of the people will be instituted. Candidates will be chosen ala the jury duty system. The candidate, aged from 21 to 80 years of age, will receive a letter informing them to report for screening, which will consist of medical, IQ testing and background checks. Those passing with highest IQ scores and moral testing scores will report for congress, lasting a duration of four years. They will live in barracks and commute to work via bus or train.
